I. the scope of funding
In line with the development of regional industry, industrial and commercial registration, tax control in the area and meet one of the following conditions:
1. the growth of the district-level tax revenue of 20 million yuan and above in the previous year;
2. The enterprises supported by the district government, enterprises attracting investment, or enterprises in urgent need of introducing scarce talent are recommended by the competent department and approved by the district talents.
II.The recipients of the funding
The high-level talents who meet one of the following conditions can enjoy the financial subsidies.
1. academicians of the two Chinese Academy of Science or the Chinese Academy of Engineering, candidates for the "Thousand Talents Program" and candidates for the "Talents Project of Millions"
2. The candidates for the "Thousand Talents Program" in Shanghai, the leading talents in Shanghai, the candidates for the "Pujiang Plan" in Shanghai, the special allowances granted by the State Council and other experts at the provincial and ministerial levels;
3. other high-level management personnel, high-level professional and technical personnel, highly skilled personnel, the region's key industries and fields with special talent shortage ability.
(1) High-level management personnel: the general manager and deputy general manager of the company with rich management experience, the secretary of the board of directors of a listed company and other personnel as prescribed in the articles of association;
(2) High-level professional and technical personnel: those who have the title of professor-level senior engineer and who are engaged in professional and technical positions or those who have academic titles of associate professors or higher in subordinate institutions;
(3) highly skilled personnel: qualified technicians with senior technicians engaged in skilled positions;
(4) Talents identified by relevant functional departments as having special shortage ability.
III. standards of funding
1. High-level talents introduced by enterprises and institutions who have received honors above provincial and ministerial level shall be given a one-time funding of up to 1 million yuan;
2. The other high-level management personnel, high-level professional and technical personnel, highly-skilled personnel, and talents with special shortage capacity in key industries and fields in the area brought by enterprises and institutions shall be given a one-time funding of up to 500,000 yuan.
IV. Procedures
1. apply. The employing unit shall apply to the District Talent Center, and the district government shall give priority to supporting enterprises, public institutions, investment promotion enterprises or other enterprises in urgent need of introducing scarce talents, and submit the application to the District Talent Center upon recommendation by the competent department;
2. acceptance. District Talent Center accepted and responsible for the first instance of the application materials;
3. review. District Talent Office will work with the relevant functional departments on a quarterly basis to review the qualifications of applicants and personnel;
4. provision of funding. After examination and approval, the district finance bureau will allocate funds to enterprises and public institutions.
V. application materials

3. Business license and tax certificate or corporate legal person certificate;
4. The ID card or passport, diploma, household registration materials, certificate of honor, labor contract (employment contract), proof of relevant work performance;
5. Talents I pay workers in the city social security certificates and personal income tax certificate;
6. and other conditions related to the application materials.
The above materials need to test the original copy, stamped with the unit seal.
VI. supervision and management
1. after obtaining the funding, should serve the employer for not less than five years. If the work is transferred from the area or the labor relationship is lifted, the employer shall promptly provide the qualified personnel with the service of repatriation of funding funds which have not yet been fulfilled.
2. the employer should enjoy the policy of talent to manage responsibilities, in case of termination or termination of labor relations, it should promptly notify the District Talent Center.
